The Secretary of Labor must pick data exchange standards for any information required under subchapter III, subchapter XII, or this subchapter. The Secretary must work with an interagency group set up by the Office of Management and Budget and listen to State and employer views. When practical, the standards must be open (not owned by one company) and able to work with other systems. The Secretary should, when possible, use standards from international bodies (like ISO), intergovernmental models (like NIEM), and federal standards used for contracting and financial aid. For reporting, the Secretary must set rules that use a widely accepted, open, searchable, computer-readable format, follow applicable accounting principles, and can be updated over time. When practical, existing nonproprietary formats such as XML should be used.
