Allows the National Board to give grants to add to and grow programs that help homeless people. Grants can pay for more shelter, food, and support that help people move from temporary shelters into permanent homes, with extra care for those with mental or physical disabilities, fund stronger local programs, and pay for basic repairs to large shelters or feeding sites so they are safe, clean, and meet local building rules. Grants may only go to private nonprofit groups or local governments, and they must follow these goals. The National Board cannot run the programs itself.
