"Emergency shelter" means a place used for temporary housing. "Local government" means a general-purpose local government, and "locality" means the area that government covers. "National Board" means the Emergency Food and Shelter Program National Board. "Private nonprofit organization" means a group that does not give profits to people, has a volunteer board, keeps financial records or uses a fiscal agent under the Director’s rules, and does not discriminate. "State" includes the several States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, the Trust Territory of the Pacific Islands, and any other U.S. territory or possession.
