Health and Human Services, through the Administration on Children, Youth, and Families, must give grants and make contracts with public and nonprofit agencies, community groups, schools, institutions, and qualified individuals to run projects for youth tied to gangs that deal in illegal drugs. Those projects must: stop young people from joining drug gangs, get youth into lawful activities, teach about the harms of drugs and refer gang members for treatment, support local police outreach in affected neighborhoods, let gang members and their families know about treatment options, help federal and state officials work with schools to assist at‑risk youth, coordinate local services and treatment programs, and provide technical help so organizations can plan and run prevention, education, rehabilitation, and referral efforts.
