The Secretary must give grants to public and private nonprofit groups and institutions to fund projects that help runaway and homeless youth with drug problems. These projects can fund research, create and test services, and offer counseling and support. They should provide individual, family, and group counseling to prevent or reduce illegal drug use; set up peer counseling and community education and outreach; offer help and support groups in rural areas; train people who work with these youth; study youth drug use and effects like family drug abuse or links to suicide attempts; and improve local drug-related services and coordination. Priority must go to groups that already have experience serving runaway and homeless youth. Grants can last no more than 3 years.
