States, local governments, agencies, organizations, institutions, or individuals who want a grant or contract must apply when and how the federal officer in charge requires and give whatever information that officer asks for. The application must describe the project and which authorized goals it will meet; say the applicant will run or supervise the project; and include plans for proper management, regular evaluation and reports, and financial controls and accounting so funds are used and tracked correctly.
