After giving the State agency reasonable notice and a chance for a hearing, the Secretary of Health and Human Services may find problems with an approved State plan for aid to the blind. The Secretary can find that the plan was changed to impose a residence or citizenship rule that section 1202(b) bans, or that such a banned rule is being applied knowingly in many cases, or that the plan is being run in a way that substantially fails to include a provision required by section 1202(a).
