Within 9 months after July 26, 1990, the Architectural and Transportation Barriers Compliance Board must create extra minimum guidelines to add to the current accessible design rules for subchapters II and III. The new rules must make sure buildings, facilities, rail passenger cars, and vehicles are accessible in design, travel, and communication for people with disabilities. The guidelines must include procedures for changes that could harm the historic value of certain buildings (see UFAS 4.1.7(1)(a)). For places eligible for the National Register under division A of subtitle III of title 54, the rules must at least keep UFAS 4.1.7(1) and (2). For state or locally designated historic places, the rules must follow procedures like UFAS 4.1.7(1)(b) and (c) and require UFAS 4.1.7(2).
