Summary

Requires the National Council on Disability to study how wilderness designations and how wilderness lands are managed affect people with disabilities who want to use and enjoy the National Wilderness Preservation System created by the Wilderness Act. The Council must send its report to Congress no later than 1 year after July 26, 1990. Congress also says that using a wheelchair in a wilderness area is not banned for someone who needs one. At the same time, agencies do not have to give special treatment, build facilities, or change the land to make wheelchair use easier. “Wheelchair” here means a device made only for a mobility-impaired person to move around that is suitable for indoor pedestrian areas.
