The Commissioner can help by giving advice, technical support, and short training to state independent groups. The Commissioner can run research and demonstration projects, make and share educational and informational materials (including project reports), provide staff and technical help to the Council, and evaluate programs and publish those results. The Commissioner must prepare and send a report within 180 days after the end of each fiscal year to the President and to the chairs of the House Committee on Education and Labor and the Senate Committee on Labor and Human Resources. Under written agreements, the Commissioner may use services and facilities of any federal, public, or nonprofit agency and may pay for those services in advance or by reimbursement. Each year the Secretary may set aside up to 10 percent of the total money appropriated for this chapter for salaries and expenses of the Administration on Children, Youth, and Families to administer the chapter.
