Defines key words and lists the kinds of help and the agencies covered for family resource and support programs. "Community referral services" are help that connects families to local resources like health care, mental health care, job training, and other social services. "Core services" are parenting education and support, early child development screening, outreach, community referrals, and follow-up. "Follow up services" make sure families get the help they need and that it works. "Independent State body" is the agency set up under section 12336. "Lead agency" is a state agency or public/nonprofit group picked by the state's chief executive to run local programs and work with parents and partners. "Other services" include child care and early intervention, job and education help (like GED), nutrition and life skills training, counseling and crisis help, substance abuse treatment referrals, and health and mental health referrals. "Outreach services" help parents learn about and join program activities, often through home visits.
