Summary

The Commissioner must give grants in each State under sections 12337 and 12338 to help states plan and expand services for children, youth, and their families. These services must help make sure kids have safe housing, good physical and mental health care, strong early development for school readiness, good education, job training and apprenticeships, chances for community service and work and for youth to take part in decisions, and many civic, cultural, and recreational activities that build self‑esteem. The Commissioner must also award competitive grants under section 12339 to set up family resource programs, including family support centers, that help families stay together and thrive by teaching parenting skills, helping families use formal and informal supports, building family support networks, and linking with other community services without duplicating them.
