Congress says the federal government should work with states and people to make plans and recommendations to meet the needs of children and young people. Lawmakers say kids and teens are very important and need care, safety, health, and chances to grow into responsible citizens. Families should be the main caregivers and teachers, but when families cannot meet a child’s needs, society must help. At minimum, young people must have good physical and mental health care, safe housing, strong schools, job training and work chances, civic and cultural activities, coordinated community services, and a real say in decisions about their lives. A national plan is needed that brings federal, state, local agencies and youth groups together.
