The Secretary must ask other federal agencies to help. The Secretary must help State agencies and other groups run meetings that go along with the main Conference. The Secretary must write a proposed agenda about the big issues for children, youth, and families and share it for public comment. The Secretary must make background materials available for Conference delegates. The Secretary may hire extra staff as needed outside the usual civil service rules in Title 5, including chapter 51 and subchapter III of chapter 53 about job classification and General Schedule pay. The Secretary must make sure young people take part widely. The proposed agenda must be published in the Federal Register at least 180 days before the Conference and be open for public comment for at least 60 days. The final agenda must be published in the Federal Register and sent to State governors within 30 days after the comment period ends. Hired staff must show a fair balance of views and be chosen without regard to political party or past partisan activity. Conference recommendations must come from the Conference’s independent judgment, not from appointing officials or special interests. The Secretary should provide delegates with up-to-date data, including decennial census data, and may give grants or make contracts with public agencies and nonprofits to do this.
