Creates a Board of Directors with 15 members for the Corporation. One member must be 16–25 years old and have served in school- or community-based service-learning or been a program participant or supervisor. The President picks the other members and should choose people with strong volunteer or service experience, state government experience, a mix of viewpoints, experts in human/education/environmental/public safety services, and a diverse makeup by race, ethnicity, age, gender, and disability. No more than 50% plus one of the appointed members may be from the same political party. The Secretaries of Education, Health and Human Services, Labor, Interior, Agriculture, Housing and Urban Development, and Defense; the Attorney General; the Director of the Peace Corps; the Administrator of the Environmental Protection Agency; and the Chief Executive Officer are nonvoting members. The President names the first Chair. After that, the Board elects its Chair, a Vice Chair, and any other officers it needs. Appointed members serve 5-year terms. If a vacancy happens, the President, with Senate approval, fills it for the rest of the term. A member whose term ended can stay until a successor arrives, but not more than 1 year. Vacancies do not stop the Board from doing its work.
