Program agencies must check each participant’s education level when they join. They should use records or simple tests and, when needed, send people for testing for learning disabilities. Agencies must help participants improve basic education skills. Each agency must spend at least 10 percent of its yearly funds on training, teaching materials, and services for participants. Participants should be told how their work helps the community. Agencies can work with local schools, community colleges, 4‑year colleges, vocational schools, and community groups. Participants get career and education counseling during training, and graduates get advice on more schooling, job skills, or finding work, with priority given to people without a high school diploma. State and local officials must approve rules so participants can earn diplomas or get school credit for skills learned.
