The Secretary must make sure HUD has enough staff, training, and other resources to do its work, run the multifamily mortgage insurance program, and fix any "material weaknesses" the Inspector General finds. Within 60 days after November 28, 1990, and every year after, the Secretary must send a study to the Senate Committee on Banking, Housing, and Urban Affairs and the House Committee on Banking, Finance and Urban Affairs explaining how HUD will keep that capacity and listing any recommended legislative or administrative actions.
