Local governments that take part must, as much as possible, spread housing help across their area and among different kinds of housing need. They must follow the priorities in their approved housing plan. States that take part must give aid across the whole State based on where need exists in the State’s approved housing plan. When helping rural areas, States must consider the share of the population living outside metro areas and clear measures like poverty and substandard housing, as set in the plan approved under section 12705. States and local governments must work together when the need is inside a local government’s borders.
