Local governments must use binding contracts with owners and other tools to keep affordable housing following the rules over the long term. They must allow the government or the people meant to benefit to enforce the rules and must have ways to fix rule breaks. At least once a year, the local government must check owners of assisted rental housing, including on-site inspections for building and other rules. Results go in the jurisdiction’s performance report to the Secretary and must be made public. The Secretary can allow simpler procedures for small-scale or scattered-site housing.
