Summary

Creates a model program that gives home-repair help to older and disabled homeowners. The program must include checking homes, doing needed repairs, and doing follow-up checks to make sure the repairs keep working. Help must go to people who own and live in the home, are older or disabled, and have low incomes. The home must be their main residence. The program must give extra priority to very low-income households and to people with serious non-money needs (for example, physical or mental disabilities, language barriers, or social or geographic isolation). Any fees must be set based on the homeowner’s income.
