Stops new grants or loans after October 1, 1991 for five specific housing programs covered by older housing laws (from 1937, 1964, 1974, and 1987), including most of the section 8(e)(2) program. Those laws are repealed on October 1, 1991, except the part of section 8(e)(2) that pays for single-room-occupancy dwellings under Title IV of the McKinney-Vento Homeless Assistance Act, which stays in effect. Any repayments or leftover money for these programs received on or after October 1, 1991 must be paid into the U.S. Treasury’s general fund.
