The Administrator will give matching grants to States to help businesses use source reduction techniques (ways to reduce waste or pollution at the source). When picking grants, the Administrator will favor State programs that give hands-on technical help to businesses (including paying experts to visit and help make source reduction plans), focus on businesses that lack needed information, and provide training in these techniques, for example through local engineering schools. Federal money can pay for no more than 50 percent of a State’s program each year. The Administrator must create ways to measure how well the grants work. States that get grants must share the information they produce with the Administrator.
