The Secretary must move money from the Federal Hospital Insurance Trust Fund and the Federal Supplementary Medical Insurance Trust Fund to the Patient-Centered Outcomes Research Trust Fund (PCORTF). The split comes from how much each Medicare trust fund paid that year. For fiscal year 2013 the transfer equals $1 multiplied by the average number of people with Part A or enrolled in Part B that year. For fiscal years 2014 through 2019 the transfer equals $2 multiplied by that same average number. For any fiscal year that starts after September 30, 2014, the per-person dollar amount used for transfers will increase each year. Each year it becomes the prior year’s dollar amount plus that prior amount times the percentage increase in the projected per-person National Health Expenditures, using the most recent projection the Secretary publishes before the year begins.
