Create a public information program. The Secretary, after talking with federal agencies and people experienced in making and using alternative fuels and vehicles, must publish a consumer information package within 18 months after October 24, 1992. The package must compare alternative fuels and vehicles to gasoline on a life‑cycle basis — including environmental performance, energy efficiency, domestic content, cost, maintenance, reliability, and safety — include information on converting regular vehicles, and be updated every year.
