Within one year after October 24, 1992, the Secretary must use the Energy Information Administration and work with state and local officials to start a data program in at least five U.S. regions that differ in geography and climate. The goal is to collect information useful to people who make, sell, own, convert, or run alternative‑fuel vehicles and fueling stations. The program must collect daily trip types and miles; forecasts of how alternative‑fuel vehicles will be used with other transit; cost, performance, environmental, energy, and safety data on fuels and vehicles; and basic population and consumer‑preference information. The Secretary must consult federal agencies, manufacturers, utilities, fleet owners, and state or local governments about what to collect.
