By October 1, 1993, and each year, the Secretary, with the Administrator, Secretary of Transportation, and other officials, must estimate for next year the counts and locations of alternative‑fuel vehicles; the amounts and distribution of replacement fuels; and greenhouse‑gas emissions from those fuels. Starting October 1, 1994, fuel and vehicle suppliers must file annual reports on amounts or numbers supplied last year and planned next year, with fuel suppliers also giving data to calculate emissions over the entire fuel cycle. Reported information is protected as trade secrets, including under section 1905 of title 18.
