If the Secretary decides a fleet requirement program is not needed, they must tell Congress. Within 2 years, the Secretary must write rules and send Congress recommendations for requirements or incentives that cover three types of actions: getting fuel suppliers to offer replacement fuels and the needed delivery systems, getting vehicle suppliers to offer alternative‑fuel vehicles and services, and encouraging drivers to use replacement fuels. The recommendations must apply proportionately and fairly to the relevant fuel and vehicle suppliers and to buyers.
