Sets plain meanings for words used in this subchapter. Antitrust laws refers to the Acts listed in section 12 of title 15. Associated equipment is the gear needed to recharge, refuel, or regenerate the electric power for a vehicle, and for electric-hybrids also includes nonpetroleum gear used only for showing those vehicles. Discount payment is the amount set under section 13283 of this title. Electric motor vehicle is a vehicle mainly powered by an electric motor that gets current from rechargeable batteries, fuel cells, solar arrays, or other electric sources and can include hybrids. Electric-hybrid vehicle is mainly electric but also uses a non-electric power source. Eligible metropolitan area means a Metropolitan Area (as defined by the Office of Management and Budget under section 3504 of title 44) with a 1980 population of 250,000 or more chosen by a proposer and the Secretary, though the Secretary may pick an area with a 1990 population of 50,000 or more. Infrastructure and support systems covers services, facilities, power delivery, investment rules, consumer education, safety and health steps, and battery availability, replacement, recycling, and disposal needed to support electric vehicles and their equipment. Motor vehicle has the meaning given in section 7550(2) of this title. Non‑Federal person is an entity not part of the Federal Government that is organized under U.S. or State law or is a unit of State or local government. Proposer is a non‑Federal person who submits a demonstration project proposal. Price differential means, for a purchase, the difference between the manufacturer’s suggested retail price of the electric vehicle and a comparable conventional vehicle, and, for a lease, the difference between the monthly lease payments over the life of the lease. User is a person or entity that buys or leases an electric motor vehicle.
