When a clean-coal option is impractical, the Secretary must treat a U.S. conventional technology as clean if it is a substantial improvement in efficiency, cost, and environmental performance for a developing or transitioning country with significant coal. For combustion tech, only retrofit, repowering, or replacement count; the Secretary must prioritize environmentally sound, energy-efficient technologies.
