Within 6 months after October 24, 1992, the Secretary must create a Director of Climate Protection at the Department of Energy. The Director must stand in for the Secretary in federal and international climate policy talks (including the Committee on Earth and Environmental Sciences and the Policy Coordinating Committee Working Group on Climate Change), work with other federal agencies to track how policies affect greenhouse gas emissions, and may join planning for Energy Department programs related to climate.
