The Secretary of the Treasury, working with the Secretary of State, must create a Global Climate Change Response Fund to hold U.S. contributions that help world efforts to reduce and adapt to climate change. No money can be put into the Fund until the United States officially approves the United Nations Framework Convention on Climate Change. Money in the Fund can be used by the President only if Congress authorizes and provides it under section 2222 of title 22. The money may go only to a financial mechanism negotiated under the UN Framework Convention on Climate Change, including related protocols or agreements. Congress authorized $50,000,000 for fiscal year 1994 and whatever sums are needed for fiscal years 1995 and 1996 to be deposited into the Fund.
