Start a five-year program to cut diesel engine pollution from oxides of nitrogen and tiny particles. The work will study engine combustion, engine systems, advanced materials, fuels, and lubricants. It will add to similar Department of Energy projects and must include real-world tests big enough to show the tech works and is cost-effective. The goal is to help U.S. diesel makers meet current and future emissions limits faster. Within 180 days after October 24, 1992, the Secretary must meet with industry, universities, federal agencies (including national labs), and professional groups and send Congress a five-year plan, included in the broader plan required by law. Within one year after October 24, 1992, the Secretary must ask for project proposals that follow that plan.
