The Secretary must run a 5-year program, under sections 13541 and 13542, to develop energy-efficient natural gas and electric heating and cooling for homes and businesses. The natural gas work covers thermally activated heat pumps (like absorption and engine-driven pumps) and other advanced gas tech such as fuel cells. The electric work focuses on advanced heat pumps, thermal storage, and electric HVAC and refrigeration that use replacements for chlorofluorocarbons. Within 180 days after October 24, 1992, the Secretary must ask for proposals to carry out the program.
