The Secretary must run a five-year fusion energy program that will, by 2010, deliver a technology demonstration proving fusion can be used to make electric power commercially. The program must be broad and include U.S. participation in the ITER Engineering Design Activity, development of fusion power technology with industry, design and construction of a major new fusion research machine, and work on inertial confinement fusion including a Heavy Ion experiment. Within 180 days after October 24, 1992, the Secretary must write a detailed management plan with objectives, milestones, schedules, cost estimates, and staffing needs. The plan must describe U.S. roles in ITER design and possible construction/operation, what is needed to build and test an inertial fusion power reactor, and whether to expand international, university, or private cooperation. Each year the Secretary must report progress in the President’s budget. Congress may appropriate $339,710,000 for fiscal year 1993 and $380,000,000 for fiscal year 1994.
