Creates the Spark M. Matsunaga Renewable Energy and Ocean Technology Center at Keahole Point, Hawaii and makes the site a cooperative research and development facility. The Secretary can, within 180 days after October 24, 1992, approve a cooperative agreement with a qualified research institution in Hawaii to run the Center. A qualified research institution is a Hawaii-based research organization that has shown skill and will be the state's lead in renewable energy and ocean technologies. The Center can do research, development, education, and technology transfer on renewable energy; energy storage including making hydrogen from renewables; materials for energy and marine use; other ocean and environmental studies like sea ranching and climate change; and other projects the Secretary directs. To receive federal money, the Center must match each federal dollar with nonfederal cash or in-kind support. Money may be appropriated as needed from funds under section 13471(c) of this title.
