Within 3 years after October 24, 1992, the Secretary must ask for proposals to do the early engineering design for up to 2 prototype advanced nuclear reactor technologies developed by the Department of Energy, but not advanced light water reactors. The proposals must be for modular designs big enough to help decide on certifying a standard design. By September 30, 1998, the Secretary must tell Congress whether to build one or more prototype reactors. The report must name the preferred technology or technologies, give construction and operation milestones, estimate needed funding, and say what non‑Federal support is expected. The program must use private money as much as possible, with at least 50 percent non‑Federal funding, and proposed non‑Federal cost sharing will help choose projects. Any technology recommended should, as much as possible, have the features listed in section 13493(a).
