The Secretary must make contracts with qualified groups to run math and science programs that add to the Special Programs for Students from Disadvantaged Backgrounds run by the Secretary of Education under sections 1070d through 1070d–1d of title 20. The goal is to help low-income and first-generation college students (as defined in section 1070d of title 20) get into and succeed in post-secondary science and math. Programs can make teaching materials, train teachers and counselors, create internships and seminars, offer tutoring and academic counseling, build research opportunities, and do other activities that help these students. Support can go to the students themselves and to colleges, schools, and organizations that mainly serve low-income students. The qualified groups should coordinate with the Secretary and the Secretary of Education when possible. The Department of Energy must help by providing staff, facilities, and other resources as needed. By October 1 each year, the groups must report to the Secretary, the Secretary of Education, and Congress on progress and give recommendations. These programs must add to, not replace, current DOE and Education Department efforts. Qualified entity: a nonprofit with proven experience helping low-income and first-generation students through national programs that train educators and provide services. Funding may come as needed from section 13503(e) of this title and the Environmental Restoration and Waste Management program.
