A company can get financial help under subchapters VIII through XI only if the Secretary finds that giving help would benefit the U.S. economy. The company must show investments in U.S. research, development, and manufacturing (for example, making major parts), create meaningful U.S. jobs, and agree to promote making the resulting products in the United States and to buy parts and materials from competitive suppliers. The company must either be U.S.-owned, or be incorporated in the United States with a parent in a country that gives U.S.-owned firms comparable chances to join similar joint ventures, comparable local investment opportunities, and adequate protection for U.S. intellectual property.
