Summary

When the President files the yearly budget, the Secretary of Energy must also send Congress a report. The report must show, as of the end of the previous fiscal year, how much DOE money is in committed uncosted obligations and how much is uncommitted. It must say what each amount is meant to pay for and explain how this information affected the Department’s budget request. Within 90 days after October 24, 1992, the Secretary must send Congress a separate report that defines the terms "uncosted obligation", "committed uncosted obligation", and "uncommitted uncosted obligation" for use in these reports.
