The Secretary of Health and Human Services must give the State agency that runs an approved aid plan for the permanently and totally disabled reasonable notice and a chance for a hearing. After that, the Secretary may find either that the plan was changed to include a residency or citizenship rule that section 1352(b) forbids or that the State knowingly applies such a forbidden rule in many cases, or that the plan is not being carried out in substantial compliance with a requirement that section 1352(a) says must be in the plan.
