The Secretary must run a program that gives money to support cleaner coal power. The program has two goals: help bring new clean-coal equipment and processes into use when they make energy use or pollution control better and meet federal and state clean air rules (including the Clean Air Act) but are not yet cost-competitive; and help existing coal plants add advanced pollution controls and voluntarily do more than required by the Clean Air Act and state plans. For each project, the Secretary must provide either cost-sharing that does not exceed 50 percent of the total project cost (as calculated under section 16352) or other financial help such as grants, cooperative agreements, or loans that the Secretary is allowed to give.
