Within 3 months after August 21, 1996, the Secretary must set up a program to get people to report fraud, abuse, or other conduct that can lead to sanctions under certain Medicare laws. The program must discourage and ignore tips that are frivolous or not relevant. If a report leads the Secretary or the Attorney General to collect at least $100 (not counting penalties paid under section 1320a–7b), the Secretary may pay the reporter a share of the recovered money, using rules like those in Internal Revenue Code section 7623. Also within 3 months after August 21, 1996, the Secretary must set up a program to collect ideas from people on how to make Medicare more efficient. If a suggestion is adopted and it saves money, the Secretary may pay the person an amount the Secretary thinks is appropriate.
