Summary

Only certain people may get these benefits. They must be a U.S. citizen or national, a lawfully admitted permanent resident, a Cuban or Haitian entrant (as defined by law), or someone lawfully living in the U.S. under a Compact of Free Association. For people already getting benefits on July 4, 2025, these rules take effect 18 months later. By July 4, 2026, the Social Security Commissioner must check who was enrolled on July 4, 2025 and who does not fit the four categories. The Commissioner must tell each person found that their benefits will stop on the date 18 months after July 4, 2025, and must give that notice as soon as possible in a way the person can understand.
