Authorizes annual federal funding to help states provide medical care and rehab services to families with dependent children and to elderly, blind, or disabled people whose income and resources are too low to pay for needed medical care. The money is paid to states each fiscal year, but only to those that send in and get approval from the Secretary for their state medical-assistance plans.
