Applicants for grants must agree to share information so their grant-funded activities can be evaluated. Most applicants must give the needed information to whoever is doing the evaluation under the program. Applicants for grants in the certified EHR technology program under section 1397m(b) must give the Secretary the information the Secretary needs for an evaluation or audit. The Secretary must set aside at least 2% of the money appropriated for each program to help eligible groups carry out evaluations, except this does not apply to the certified EHR technology program. Groups that get this help must use it for a validated study of how well the funded activities worked and must apply to the Secretary with a proposal. By a date the Secretary sets, those groups must send their evaluation results and any recommendations to the Secretary, the House Ways and Means Committee, the House Energy and Commerce Committee, and the Senate Finance Committee. The Secretary must also evaluate and audit the certified EHR technology grants to confirm funds were spent only for their intended purposes.
