The Secretary must use money Congress set aside to give grants from fiscal years 2009 through 2029 to help find and sign up children who are eligible for two federal child health programs. Money is set aside in specific amounts: $140,000,000 for 2009–2015, $40,000,000 for 2016–2017, $120,000,000 for 2018–2023, $48,000,000 for 2024–2027, and $40,000,000 for 2028–2029. Ten percent of the total is for a national enrollment campaign. Another 10 percent must be used to give grants to Indian Health Service and urban Indian organizations for outreach to Indian children. For 2024–2029, 10 percent must pay for evaluating grants and for technical help to grantees. Grants are given first to applicants who plan to reach places with many eligible but unenrolled children, including rural areas and communities of color, and who show strong evidence they can do the work. Applicants must show they have trusted local members, can overcome barriers like lack of awareness or fear, set clear performance measures, and agree to measure results and share enrollment data. States that get grants must keep spending at least as much state money on outreach as they did the year before the grant. No grantee must provide matching funds. The law lists who can apply (states, local governments, tribes, Indian providers, federal health safety-net groups, community and faith groups, schools, and similar organizations). It also defines short descriptions for terms like federal health safety-net organization, community health worker, and parent mentor. The Secretary must publish enrollment data and send an annual report to Congress. A national campaign may include partnerships with other federal agencies, public awareness work, hotlines, special materials for Native Americans and people with limited English, and help for states.
