Defines key words used in this part of the law. Agency means whatever "agency" is defined as in section 551 of title 5. Intervention means a specific service given to try to create an impact. Secretary means the Secretary of the Treasury. Social impact partnership project means a project that pays for social services using a social impact partnership model. That model pays federal money only if agreed outcomes are met, and it has the state or local government work with service providers, investors (if needed), and sometimes an intermediary to choose the intervention, the provider, and the investors. State means each State of the United States, the District of Columbia, each commonwealth, territory or possession of the United States, and each federally recognized Indian tribe.
