Title 42 › Chapter CHAPTER 7— - SOCIAL SECURITY › Subchapter SUBCHAPTER XX— - BLOCK GRANTS AND PROGRAMS FOR SOCIAL SERVICES AND ELDER JUSTICE › § 1397n–5
Creates a Federal Interagency Council on Social Impact Partnerships to help plan, run, and review the social impact partnership projects paid for under this law. The Council must work with the Secretary, give advice and expert help, and guide policy. It must ensure states, local governments, and evaluators can access federal administrative data to measure project results. Before the Secretary approves any project, the Council must confirm the application uses strong, independent data and reliable research methods showing the project could save money for the state, local, or federal government if it succeeds. For projects expected to save federal money, the Council must certify the projected federal savings and work with the relevant agency to compare projected savings to actual savings after the project ends. The Council must also report regularly to the Secretary and share reports with Congress and the public, and look at issues that affect the future of these projects. The Council must have 11 members. The Chair is the Director of the Office of Management and Budget. Ten other members are named by the heads of these agencies: the Departments of Labor, Health and Human Services, Agriculture, Justice, Housing and Urban Development, Education, Veterans Affairs, and the Treasury; the Social Security Administration; and the Corporation for National and Community Service.
