Authorizes local governments and municipalities, working with their public housing agencies, to get and pool federal housing funds and to try new ways to provide and manage that housing help based on local needs. The goals are to help low-income families (especially those with children) move toward work and self-sufficiency, cut federal housing costs, create more affordable housing and choices, boost homeownership, avoid concentrating assisted families in one place, reduce homelessness by providing permanent homes, run programs better, and pursue other locally agreed goals.
