The President must send a report to Congress by January 15, 1969. The report must give a ten-year plan, from June 30, 1968, to June 30, 1978, to eliminate all substandard housing and meet the national housing goal named in section 1441a. The plan must say how many new or rehabilitated housing units are needed each fiscal year and how many will come from each Federal housing program; how many occupied substandard units must be reduced each year; the estimated Federal budget costs by program and by year; recommended laws and administrative steps to carry out the plan; and any other relevant data or advice the President thinks useful.
